Chapter 2Creation of Local Transportation Authority
Section § 180050
This law allows a county board of supervisors in California to create or designate a local authority to manage transportation operations. They can either create a new authority or choose an existing transportation planning agency or commission to handle the responsibilities outlined in this law.
Section § 180051
This law section lays out how a county board of supervisors can create a new authority and decide its membership through agreement with most cities that house the majority of the county's residents. Each member of this authority, and their alternates, must be elected officials from local government. Furthermore, board members from the county supervisors cannot be the majority in the authority. Members can appoint alternates to attend meetings, which must be elected by the officer who appointed them, or directly by a member if they hold a specified position. Alternates have the same rights as members, but only one can participate per meeting.
Section § 180052
This law section explains how long members of a newly formed authority can serve. Generally, they serve terms of up to four years. However, during their first meeting, members are chosen randomly to serve staggered terms, ensuring that not all members are replaced at the same time.
