Section § 170000

Explanation

This law is called the San Diego County Regional Airport Authority Act. It's the official name for a set of rules and regulations governing the San Diego County Regional Airport Authority.

This division shall be known and may be cited as the San Diego County Regional Airport Authority Act.

Section § 170002

This law establishes the San Diego County Regional Airport Authority as a local government body. It has authority across the entire San Diego County.

There is hereby established the San Diego County Regional Airport Authority, as a local governmental entity of regional government, with jurisdiction extending throughout the County of San Diego.

Section § 170004

The Legislature finds and declares all of the following:
(a)CA Public Utilities Code § 170004(a) Airports help to link local, regional, statewide, national, and global economic activities. Airports are also essential features of comprehensive transportation systems, that include streets and highways, rail transit, transit over water, and mass transit.
(b)CA Public Utilities Code § 170004(b) It is essential to the public health, safety, and welfare that airports be developed and operated in the San Diego County region so that those airports promote economic development, protect environmental quality, and enhance social equity.
(c)CA Public Utilities Code § 170004(c) The significant regional consequences of airport planning, development, and operations require the creation of a regional airport authority.

Section § 170006

Explanation

This section defines several key terms used in a division related to regional transportation and airport authority in San Diego County. The 'authority' refers to the San Diego County Regional Airport Authority. The 'board' or 'board of directors' is the governing board of this authority. The 'consolidated agency' is the result of merging the San Diego Association of Governments with regional transit boards. It also specifies groups of cities in San Diego County, dividing them into 'east county cities,' 'north county coastal cities,' 'north county inland cities,' and 'south county cities.' Additionally, it defines the 'port' as the San Diego Unified Port District and identifies the 'San Diego International Airport' located at Lindbergh Field.

For the purposes of this division, the following terms have the following meanings, unless the context requires otherwise.
(a)CA Public Utilities Code § 170006(a) The “authority” means the San Diego County Regional Airport Authority established under this division.
(b)CA Public Utilities Code § 170006(b) The “board” and “board of directors” means the governing board of the authority established as specified in Chapter 2 (commencing with Section 170010).
(c)CA Public Utilities Code § 170006(c) The “consolidated agency” means the authority resulting from the consolidation of the San Diego Association of Governments and the transit boards pursuant to Chapter 3 (commencing with Section 132350) of Division 12.7.
(d)CA Public Utilities Code § 170006(d) The “east county cities” means the Cities of El Cajon, La Mesa, Lemon Grove, and Santee.
(e)CA Public Utilities Code § 170006(e) The “north county coastal cities” means the Cities of Carlsbad, Del Mar, Encinitas, Oceanside, and Solana Beach.
(f)CA Public Utilities Code § 170006(f) The “north county inland cities” means the Cities of Escondido, Poway, San Marcos, and Vista.
(g)CA Public Utilities Code § 170006(g) The “port” means the San Diego Unified Port District established under the San Diego Unified Port District Act (Chapter 67 of the Statutes of 1962, First Extraordinary Session).
(h)CA Public Utilities Code § 170006(h) The “San Diego International Airport” means the airport located at Lindbergh Field in the County of San Diego.
(i)CA Public Utilities Code § 170006(i) The “south county cities” means the Cities of Chula Vista, Coronado, Imperial Beach, and National City.
