Section § 142100
This section outlines how the authority selects its leadership. At the first meeting and then every January, they elect a chairperson and a vice chairperson. The chairperson leads the meetings, but if both are absent, the attending members can choose someone temporarily to act as the chairperson with full authority.
Section § 142101
This law section requires the authority to establish rules for how it conducts its meetings and decision-making processes, ensuring these rules align with California state law.
Section § 142102
For the authority to conduct business, over half of its members must be present. Any official decision or action requires the agreement of the majority of these members.

Section § 142105
The authority is required to perform several key functions. It must create an annual budget and set up an administrative code to define officer roles, employee appointments, and operations management. Additionally, it needs to ensure a certified public accountant conducts an annual financial review. The authority also has to form a policy advisory committee with elected officials from each local city and the county, ensuring members are only current officials and are not part of the authority. A citizens oversight committee must also be established, following guidelines in the initial expenditure plan related to tax extension. Lastly, the authority should do whatever else is necessary to fulfill its duties.
Section § 142106
This rule allows the authority to either employ its own staff or work with federal or public agencies to carry out its responsibilities.
Section § 142107
This section means that the organization, referred to as 'the authority,' has the power to decide how much to pay its officers and employees.
Section § 142108
Before adopting the annual budget, a notice about the public hearing's date and location must be published at least 15 days in advance. The proposed budget must also be available for the public to review at least 15 days before the hearing.
Section § 142109
This law encourages the authority responsible for transportation planning to use existing planning resources and expertise instead of creating a new and potentially redundant team. Additionally, it restricts the authority from spending more than 1% of its funds on staff salaries and benefits annually.
