Section § 131260
Each January, a county transportation authority must elect a chairperson to lead meetings and a vice-chairperson to fill in when the chairperson is unavailable. If both are absent, the members present can temporarily choose one of their own to act as chairperson with the same authority.
Section § 131262
For a county transportation authority to conduct official business, more than half of its members must be present. Additionally, any decisions or official actions require the approval of more than half of the members.

This law requires that a public notice be given about when and where a county transportation authority will hold a hearing to adopt its annual budget. Members of a county transportation authority in California get paid $100 for each day they work on authority business. However, they can't earn more than $400 in a single month. They can also be reimbursed for travel and personal expenses related to their duties.
Section § 131269
This law allows a county transportation authority in California to enter into a contract with the Public Employees’ Retirement System (PERS) so that all of its employees can be part of this retirement system. Additionally, these employees can receive the same health benefits as state employees or benefits from another retirement system chosen by the authority that serves their best interest.
