Chapter 2Creation of Board
Section § 125050
The North County Transit District is established in a specific part of San Diego County. It is managed by a board of directors, which is referred to as the 'board' in this context. The board includes:
(a) One member from the San Diego County Board of Supervisors representing the largest area of the district.
(b) One member from each city council in the cities of Carlsbad, Del Mar, Encinitas, Escondido, Oceanside, San Marcos, Solana Beach, Vista, and any new city within the district.
(c) Additionally, there is a nonvoting member from the City Council of San Diego.
Section § 125051
This law states that each governing body that appoints a member to a particular board must also appoint an alternate. This alternate can fill in for the board member if they are not available. When the alternate is serving, they have the same powers and must follow the same rules as the regular member.
Section § 125052
This law defines the jurisdiction area of a specific board. It includes several cities: Carlsbad, Del Mar, Encinitas, Escondido, Oceanside, San Marcos, Solana Beach, Vista, and any new cities within district boundaries. It also covers Camp Pendleton and various unincorporated areas in San Diego County defined by specific census tracts.
