Powers and FunctionsTransportation Funding
Section § 120350
This law section states that the rules in Article 6 and Article 7 need to follow the guidelines of the San Diego Regional Transportation Consolidation Act. It means all actions covered by these articles should align with the procedures and goals outlined in that Act.
Section § 120351
This law assigns the San Diego Association of Governments (SANDAG) the responsibility of distributing federal transit funds in San Diego. They must plan projects that will receive these funds and ensure they are allocated to the appropriate board. If there is a disagreement over fund distribution between the main board and the North San Diego County Transit Development Board, both must negotiate to settle it. If they can't agree before the regional transportation plan is finalized, SANDAG will make the final decision on how the funds are divided.
Section § 120352
This law states that the board is allowed to accept money from a specific federal program designed to support mass transit. The board can then distribute this money for mass transit use, but it must follow federal laws and regulations while doing so.
Section § 120354
This law states that within the board’s area of authority, no other public entity is allowed to apply for public transportation funding under the specified code. The board is responsible for gathering all local, state, and federal transit funds and, along with local transit operators, prioritizing these funds annually. The focus is on services for the disabled, meeting local funding matches for federal and state grants, maintaining local and regional transport services, and any additional transit planning and development that the board approves.
Section § 120355
This law allows the board to do whatever is needed to secure funding through a specific U.S. federal law, starting with Section 5301 of Title 49 in the U.S. Code. This is likely related to transportation funding.
Section § 120356
This law allows the board to create and manage savings accounts, known as reserve funds, to support their different projects like planning and building. They can put money into these funds from various sources like donations, rent, or selling items. However, they can't use specific types of revenue that are mentioned in other sections of the law.
