Section § 22201

Explanation

Before a district is formed or its boundaries set within a county, people can file written protests or objections with the county's board of supervisors' clerk. These must be submitted before the scheduled hearing time. At the hearing, the board will only review the protests or objections that were filed on time as per this rule.

Written protests or objections to the formation of the district or to its extent within the county may be filed in the office of the clerk of the board of supervisors of any affected county at any time prior to the hour fixed for the hearing. At the hearing the board of supervisors shall consider only the protests or objections filed pursuant to this section.

Section § 22202

Explanation

The board of supervisors in each county involved is required to hold a public meeting to discuss any objections or protests related to a specific matter. If necessary, the meeting can be extended and noted in their official records.

The board of supervisors of each affected county shall hold a public hearing to consider the objections or protests at the time fixed for the hearing. The hearing may be continued by order of the board of supervisors entered on its minutes.

Section § 22203

Explanation

The board of supervisors has the authority to dismiss any complaints or objections presented to them.

Each board of supervisors may overrule any protests or objections filed with it.

Section § 22204

Explanation

This law allows the board of supervisors in a county to remove areas from a district if they believe that those areas won't benefit from being part of the district.

The board of supervisors of each affected county may exclude any territory within the county that in its opinion will not be benefited by inclusion in the district.
