Section § 42395
This law defines what qualifies as a 'reusable' or 'refillable' propane cylinder. A propane cylinder is considered reusable if it is specifically designed and marketed for multiple uses with the same product, built to last through many uses, and there is infrastructure available to ensure it can be safely reused or refilled.
It also specifies that the law does not cover certain types of propane cylinders, including those that are used in the construction industry and contain less than 15 ounces of fuel, have a height-to-width ratio of 3.55 to 1 or greater, or are sold to government agencies through certain federal programs.

Starting January 1, 2028, California will only allow the sale of propane cylinders that can be reused or refilled.
