Section § 42560

Explanation

This law section defines what types of paper qualify as "recycled-content high grade, bleached printing and writing papers." It includes specific categories such as offset printing paper, stationery, copier paper, and envelopes without plastic windows. Additionally, certain papers must contain at least 50% secondary or postconsumer wastepaper to meet this definition.

“Recycled-content high grade, bleached printing and writing papers” means any of the following papers:
(a)CA Public Resources Code § 42560(a) Offset printing, mimeograph, and duplicator paper.
(b)CA Public Resources Code § 42560(b) Stationery, bond, and office paper.
(c)CA Public Resources Code § 42560(c) High-speed copier paper.
(d)CA Public Resources Code § 42560(d) Envelopes without plastic address windows.
(e)CA Public Resources Code § 42560(e) Form bond, including computer paper and carbonless forms.
(f)CA Public Resources Code § 42560(f) Book papers.
(g)CA Public Resources Code § 42560(g) Ledger, cover stock, and cotton fiber papers having a secondary wastepaper, as defined in Section 42204, or postconsumer wastepaper, as defined in Section 42203, content of at least 50 percent by weight.

Section § 42561

Explanation

By January 1, 1991, a program must begin to help state and local agencies, as well as private businesses, with recycling high grade white office paper.

On or before January 1, 1991, the board shall initiate a high grade white office paper recovery assistance program for state and local agencies and private businesses.

Section § 42562

Explanation

This law sets up a program to help with the recovery of high-grade white office paper. It includes training materials for program coordinators and staff, informational materials for public support, and supplies like desk containers for collection. It also provides standards-compliant bins for safe overnight storage of paper, and assistance from staff to help find markets for the recycled paper and to offer model contracts for dealing with local paper brokers.

The high grade white office paper recovery assistance program shall include the following elements:
(a)CA Public Resources Code § 42562(a) Staff training materials designed to provide training to local program coordinators and instruction to personnel of state and local agencies and private businesses who would participate in high grade white office paper recovery programs.
(b)CA Public Resources Code § 42562(b) Public information materials designed to provide initial program startup support and periodic reinforcement to high grade white office paper recovery programs.
(c)CA Public Resources Code § 42562(c) Desk top collection containers designed for use by personnel within the office setting.
(d)CA Public Resources Code § 42562(d) Metal collection bins that meet State Fire Marshal’s standards for overnight storage of flammable materials for use in intermediate storage of recovered paper.
(e)CA Public Resources Code § 42562(e) Staff assistance from the board to identify markets for collected materials, including model contracts for negotiation with local paper brokers.
