NewsprintDefinitions
Section § 42750
This section defines a 'consumer of newsprint' as anyone who uses newsprint for commercial printing or publishing purposes.
Section § 42752
The term "deink" or "deinking old newspapers" refers to the method of mixing old newspapers with water to break down the paper fibers into a pulp, which is then cleaned to remove unwanted materials.
Section § 42753
This section defines 'newsprint' as a type of uncoated paper primarily used for newspapers and related advertising materials. Newsprint is mainly made from mechanical woodpulps mixed with some chemical woodpulp. It includes paper made from recycled, deinked newspapers instead of new, virgin pulp. It covers all grades of paper sold as newsprint, supercalendered uncoated groundwood, or machine finished uncoated groundwood.
Section § 42754
This section defines 'old newspaper' or 'recovered newspaper' as newsprint that is separated from other trash and saved so it can be reused in creating new paper products. It must meet certain quality standards to be used as a raw material in making new newsprint.
Section § 42755
"Post consumer waste paper" refers to paper products that have been used and discarded by consumers, which would otherwise end up as solid waste. This includes things like waste paper from printing plants.
Section § 42756
Recycled-content newsprint is defined as newsprint containing at least 40% post-consumer waste paper.
