Section § 42770
If you use newsprint in California, you need to report by March 1 every year. Tell the board how much newsprint you used the past year, and how much of that was recycled-content newsprint.
Section § 42771
If you use recycled-content newsprint and submit a certification about it, you might be audited to check that you actually used it.
Section § 42772
If you supply newsprint to someone, you need to make sure that you certify how much of it is made from recycled materials in each shipment. Even if there's no recycled content in the shipment, you still have to certify it.
Section § 42773
This law states that if a newsprint consumer can't get recycled-content newsprint because it's too expensive compared to new material, doesn't meet quality standards, or isn't available in time, they must explain why to the board. To do this, they must contact every producer who offered to sell recycled newsprint in the past year and explain who they contacted and provide contact details when reporting it.
Section § 42774
This law requires the board to create and keep an updated list of all newsprint consumers and suppliers in the state. Newsprint is a type of paper for printing newspapers, and consumers are defined in another section. The board can gather information from various sources like business permits and trade publications to make this list.
Section § 42775
This law requires a board to set quality standards for recycled newsprint that are similar to the quality of non-recycled, or virgin, newsprint. These standards focus on specific qualities like how see-through or bright the paper is and its tear strength. The board uses the average standards from large producers and makes sure their standards don't differ by more than 5%. They also have to review and possibly update these standards every two years based on industry changes.
