Section § 76002

Explanation

Section § 76004

Explanation

The State Energy Commission is tasked with finding ways to evaluate how energy-efficient alternative products are compared to current devices that use fluorinated gases, which are harmful to the environment.

The State Energy Resources Conservation and Development Commission shall identify opportunities to assess the energy efficiency performance for low-GWP alternatives for current fluorinated-gas-based appliances and equipment.

Section § 76006

Explanation

This law requires the Department of Community Services and Development to think about including low Global Warming Potential (GWP) in their energy efficiency programs for household appliances. This includes programs like the Energy Efficiency Low-Income Weatherization Program.

The Department of Community Services and Development shall consider integrating low GWP as part of its ongoing administration of energy efficiency programs for household appliances, including, but not limited to, the Energy Efficiency Low-Income Weatherization Program.

Section § 76008

Explanation

The Fluorinated Gases Emission Reduction Incentive Program is set up by the State Air Resources Board to encourage using refrigerant technologies that help the environment and save energy. Funding for this program can come from various sources like the Greenhouse Gas Reduction Fund. The program might be run by an outside contractor, and eligible applicants are users of refrigerant systems. The program will prioritize low-GWP (Global Warming Potential) alternatives, especially in sectors where these are already available and where cost barriers exist.

The program allows retailers to apply for funding for multiple locations and emphasizes outreach to promote low-GWP technologies. It requires professional installations to improve energy efficiency and reduce emissions, and aims to maximize the recovery and reuse of existing harmful refrigerants. It also seeks to work with utilities that have their own incentive programs and ensures compliance with laws about fluorinated gases, focusing on environmentally friendly disposal of old equipment.

(1)Copy CA Public Resources Code § 76008(a)(1) The Fluorinated Gases Emission Reduction Incentive Program is hereby established to be administered by the State Air Resources Board to promote the adoption of refrigerant technologies to achieve short- and long-term climate benefits, energy efficiency, and other cobenefits.
(2)CA Public Resources Code § 76008(a)(2) Moneys for the program shall be available to the State Air Resources Board, upon appropriation by the Legislature, including, but not limited to, moneys from the Greenhouse Gas Reduction Fund, created pursuant to Section 16428.8 of the Government Code.
(b)CA Public Resources Code § 76008(b) The state board may contract with a third party to administer this section.
(c)CA Public Resources Code § 76008(c) Eligible applicants shall be users of systems of refrigerant technologies.
(d)CA Public Resources Code § 76008(d) When awarding incentives, the State Air Resources Board shall prioritize both of the following:
(1)CA Public Resources Code § 76008(d)(1) Low-GWP alternatives that maximize emissions reductions and focus on key cooling sectors where technology is commercially available.
(2)CA Public Resources Code § 76008(d)(2) The use of low-GWP alternatives in new technologies for which higher upfront costs, compared with hydrofluorocarbon systems, have been identified by the State Air Resources Board as a market impediment.
(e)CA Public Resources Code § 76008(e) The program shall include all of the following:
(1)CA Public Resources Code § 76008(e)(1) Allow a retailer to apply for funding for multiple stores or units.
(2)CA Public Resources Code § 76008(e)(2) Identify opportunities for outreach efforts to demonstrate and provide information about low-GWP alternatives in refrigeration and air-conditioning.
(3)CA Public Resources Code § 76008(e)(3) Require the professional installation and maintenance of alternative refrigeration and air-conditioning equipment in order to maximize energy efficiency and minimize emissions.
(4)CA Public Resources Code § 76008(e)(4) Identify opportunities to increase the recovery, reclamation, or destruction of existing high-GWP refrigerants.
(5)CA Public Resources Code § 76008(e)(5) Identify opportunities to offer matching funds to local publicly owned electric and gas utilities that offer their own low-GWP incentive programs.
(6)CA Public Resources Code § 76008(e)(6) Comply with federal and state laws regarding the disposal and capture of fluorinated gases.
(7)CA Public Resources Code § 76008(e)(7) Determine the most environmentally beneficial outcome for the replaced equipment.
