Section § 33812

Explanation

The Salton Sea Conservancy has been established as a state agency within the Natural Resources Agency. Its main roles are to run and manage projects related to the Salton Sea Management Program, ensuring that California meets certain water obligations. Additionally, the conservancy is responsible for acquiring and managing land and property rights, such as easements and water rights, in the Salton Sea area after restoration projects are completed. The conservancy's work is confined to the Salton Sea region.

(a)CA Public Resources Code § 33812(a) The Salton Sea Conservancy is hereby created as a state agency within the Natural Resources Agency for both of the following purposes:
(1)CA Public Resources Code § 33812(a)(1) To operate, maintain, and manage projects, as they are completed, that are planned or built under the authority of the Salton Sea Management Program to fulfill the state’s obligations as detailed in State Water Resources Control Board Order WR 2017-0134.
(2)CA Public Resources Code § 33812(a)(2) To acquire, hold, and manage land and property rights, including easements and water rights, within the Salton Sea region after restoration or mitigation projects are built.
(b)CA Public Resources Code § 33812(b) The conservancy’s jurisdiction is limited to the Salton Sea region.

Section § 33813

Explanation

This section explains that the conservancy is responsible for running programs, projects, and activities that support its goals as outlined in another section. The conservancy can do this by spending money, giving grants and loans, involving community members, and addressing any issues that may block its progress.

The conservancy shall carry out programs, projects, and activities to further the conservancy’s purposes specified in Section 33812. This may include any one, any combination, or all of the following:
(a)CA Public Resources Code § 33813(a) Expending funds and awarding grants and loans to develop and implement programs and projects that are designed to further the conservancy’s purposes specified in Section 33812.
(b)CA Public Resources Code § 33813(b) Engaging community members and stakeholders.
(c)CA Public Resources Code § 33813(c) Identifying and working to resolve any barriers or impediments to the conservancy’s progress, including capacity or organizational deficiencies.
