Section § 32600

Explanation

This law is simply naming and allowing for the use of the name "San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy Act" for this division of legislation.

This division shall be known, and may be cited, as the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy Act.

Section § 32601

Explanation

This law recognizes that specific natural areas in California, including the San Gabriel River and the lower Los Angeles River, among others, have significant environmental and cultural value. These areas are to be preserved and improved for the enjoyment and educational benefit of current and future generations.

The Legislature hereby finds and declares that the San Gabriel River and its tributaries, the lower Los Angeles River and its tributaries, the San Gabriel Mountains, Puente Hills, San Jose Hills, Santa Catalina Island, and the Dominguez Channel watershed constitute a unique and important open-space, environmental, anthropological, cultural, scientific, educational, recreational, scenic, and wildlife resource that should be held in trust to be preserved and enhanced for the enjoyment of, and appreciation by, present and future generations.

Section § 32602

Explanation

This law establishes the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy under the Natural Resources Agency in California. The conservancy is tasked with managing public lands in certain watersheds and Santa Catalina Island. It aims to ensure these areas are preserved for open-space use, recreation, education, wildlife protection, and water conservation. Additionally, it supports projects that protect life and property from floods while providing public enjoyment in these natural spaces.

There is in the Natural Resources Agency the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy, which is created as a state agency for the following purposes:
(a)CA Public Resources Code § 32602(a) To acquire and manage public lands within the lower Los Angeles River and San Gabriel River watersheds, the Dominguez Channel watershed, and Santa Catalina Island, and to provide for open-space, low-impact recreational and educational uses, water conservation, watershed improvement, wildlife and habitat restoration and protection, and watershed improvement within the territory.
(b)CA Public Resources Code § 32602(b) To preserve the San Gabriel River and the lower Los Angeles River, the Dominguez Channel watershed, and Santa Catalina Island consistent with existing and adopted river and flood control projects for the protection of life and property.
(c)CA Public Resources Code § 32602(c) To acquire open-space lands within the territory of the conservancy.
(d)CA Public Resources Code § 32602(d) To provide for the public’s enjoyment and enhancement of recreational and educational experiences on public lands in the San Gabriel Watershed and lower Los Angeles River, the San Gabriel Mountains, the Dominguez Channel watershed, and Santa Catalina Island in a manner consistent with the protection of lands and resources in those watersheds.
