Section § 32330
This law outlines the composition of a specific board with 11 voting members and 2 nonvoting members. Voting members include high-level state officials like the Secretary of the Natural Resources Agency and the Director of Finance, along with representatives from several county boards and public members appointed by state officials. Two nonvoting members are legislative representatives.
The board also includes 10 nonvoting liaison advisers from various federal and state environmental and conservation agencies. Public members can serve two four-year terms, while county-appointed members serve at the discretion of their boards. Alternate members can be appointed for certain positions by their respective counties.
Section § 32332
Every year, the board's voting members choose a chairperson, a vice chairperson, and any other needed officers from among themselves. If the chairperson or vice chairperson position opens up before the term ends, the voting members will elect someone to fill the position for the rest of the term. The chairperson must be one of the members mentioned in specific parts of another section, Section 32330.
Section § 32334
This section explains that for the conservancy's board to conduct business, more than half of its voting members need to be present. They can't make decisions if this quorum isn't met. To officially decide on any matter, at least six members must vote in favor, and that decision is then official and applies to all decisions they handle.
Section § 32336
This law section requires the board to create rules and procedures for how the conservancy operates its business activities.
Section § 32338
This law allows the board to create advisory boards or committees, host community meetings, and conduct public outreach efforts.
Section § 32340
This section mandates that the board must set up a headquarters office in the Delta. It also allows the conservancy to rent or own property and equipment, following the relevant laws and rules.
Section § 32342
This law section states that the board is responsible for deciding the qualifications needed for an executive officer of the conservancy, who will not be part of civil service. Additionally, the board has the authority to hire other necessary staff to carry out the duties of the conservancy.
Section § 32344
This law section allows the board to make agreements with private companies and government organizations to get consulting and other services they need to accomplish the goals of the division.
Section § 32346
This law allows the conservancy to cover its support and administration expenses using its operating budget and any other available funding sources.
Section § 32348
This section requires the board to conduct its meetings in line with the Bagley-Keene Open Meeting Act, which ensures that the business of the board is done in public sessions that are accessible to all.
Section § 32350
This law requires that the board's regular meetings take place either in the Delta region or in the City of Rio Vista.
