If any provision of this division or the application thereof to any person or circumstances is held invalid, such invalidity shall not affect other provisions or applications of the division which can be given effect without the invalid provision or application, and to this end the provisions of this division are severable.

Section § 30900
This section explains that if any part of the division is found to be invalid or doesn't apply to certain people or situations, it won't affect the rest of the division. The rest can still work independently without the problematic part. Basically, the division is designed to stand on its own even if parts of it are struck down.
