The term "board of directors" refers to the group of people who are in charge of overseeing the district's operations.

Section § 26502

Section § 26505
This section defines "Improvement" as any activity related to dealing with geologic hazards like earthquakes. It includes buying property, building or fixing structures, and creating reports on earthquake fault zones. It also covers the financial aspects like issuing and managing bonds to fund these activities.
“Improvement” means any activity that is necessary or incidental to the prevention, mitigation, abatement, or control of a geologic hazard, including, but not limited to, all of the following:
(a)CA Public Resources Code § 26505(a) Acquisition of property or any interest therein.
(b)CA Public Resources Code § 26505(b) Construction.
(c)CA Public Resources Code § 26505(c) Maintenance, repair, or operation of any improvement.
(d)CA Public Resources Code § 26505(d) Preparation of geologic reports required pursuant to Section 2623 for multiple projects within an earthquake fault zone or zones.
(e)CA Public Resources Code § 26505(e) Issuance and servicing of bonds, notes, or debentures issued to finance the costs of the improvements specified in subdivisions (a), (b), (c), and (d).

Section § 26509

The report should identify a geological hazard, explain where it is located and the area it affects, and outline a strategy for preventing, reducing, or managing the hazard.
“Plan of control” means a report prepared by an engineering geologist certificated pursuant to Section 7822 of the Business and Professions Code or a firm of engineering geologists which describes in detail a geologic hazard, its location and the area affected thereby, and a plan for the prevention, mitigation, abatement, or control thereof.
