Explanation

This law allows local governments and special districts in California, like cities, counties, and school districts, to consider fuel economy and other life-cycle costs when choosing passenger cars or light-duty trucks. This means they can look at the overall cost of the vehicle over its lifetime, not just the initial purchase price, to make the most cost-effective choice.

When awarding a vehicle procurement contract, every city, county, city and county, and special district, including a school district and a community college district may evaluate and score fuel economy, in addition to other life-cycle factors, in choosing passenger cars or light-duty trucks, or both, with the lowest life-cycle costs.

Section § 25726

Explanation

This law states that when a city, county, or special district in California, such as a school district or community college district, is awarding a contract to buy vehicles, they can require that 75% of those vehicles be energy-efficient. An energy-efficient vehicle must either meet the stringent emissions standards set by California and the federal government for low emissions or be a hybrid or alternative fuel vehicle that meets California’s advanced technology standards for low emissions.

(a)CA Public Resources Code § 25726(a) When awarding a vehicle procurement contract, every city, county, city and county, and special district, including a school district and a community college district may require that 75 percent of the passenger cars or light-duty trucks, or both, to be acquired be energy-efficient vehicles.
(b)CA Public Resources Code § 25726(b) “Energy-efficient vehicle” means either of the following:
(1)CA Public Resources Code § 25726(b)(1) A vehicle that meets California’s Super Ultra-Low Emission Vehicle (SULEV) standard for exhaust emissions and the federal inherently low-emission vehicle (ILEV) evaporative emission standard, as defined in Part 88 (commencing with Section 88.101-94) of Title 40 of the Code of Federal Regulations.
(2)CA Public Resources Code § 25726(b)(2) A hybrid vehicle or an alternative fuel vehicle that meets California’s advanced technology partial zero-emission vehicle (AT PZEV) standard for criteria pollutant emissions.
