Section § 22020
This section of the California law establishes the Ventura-Los Angeles Mountain and Coastal Study Commission, which is part of the state government and has 15 members. The members include government officials from the Resources Agency, the State Office of Planning, and the State Lands Commission. Additionally, there are representatives from the Ventura and Los Angeles County Boards of Supervisors, the Los Angeles City Council, and the Southern California Association of Governments. Lastly, the Governor appoints eight public members with expertise in conservation, parks, real estate, planning, public health, air pollution, water quality, and economics, ensuring a balanced representation between conservation and user interests.
Section § 22021
This law states that members of a commission can be removed by whoever appointed them. They do not receive a salary but will be reimbursed for any actual and necessary expenses they have while doing their official duties.
Section § 22022
This law requires the commission to hold two meetings each month. They can also have smaller group meetings focused on specific topics. The public must be given advance notice of these meetings, and all meetings are open for anyone to attend.
The meetings must take place in easily accessible locations that have enough space for commission members, their staff, journalists, and the public expected to attend.
Section § 22023
The Secretary of the Resources Agency was responsible for deciding when and where the first meeting of a commission would take place, and this meeting had to occur no later than February 1, 1971.

This law section states that the commission must choose a chair and a vice chair from its existing members.

This law states that a commission must choose a director to handle its operations, as long as it's in line with the commission's instructions and rules. The director can hire the staff needed to help the commission do its work, but these hires need the commission's approval.
