Section § 14410

Explanation

This law requires that the director set up a forestry corps program by July 1, 2019.

No later than July 1, 2019, the director shall establish a forestry corps program.

Section § 14411

Explanation

This section outlines the objectives of the California forestry corps program. The program focuses on improving forest health, creating forestry corps teams, and helping members get forestry degrees and certificates. It also trains members in handling relevant equipment and assists them in finding educational and job opportunities in the forestry field.

The director can collaborate with community colleges, trade groups, and the timber industry, among others, to provide training. Additionally, the director must work with certified conservation corps where possible to execute the program effectively.

(a)CA Public Resources Code § 14411(a) The forestry corps program shall accomplish all of the following objectives:
(1)CA Public Resources Code § 14411(a)(1) Develop and implement forest health projects, pursuant to Section 14412.
(2)CA Public Resources Code § 14411(a)(2) Establish forestry corps crews, pursuant to Section 14413.
(3)CA Public Resources Code § 14411(a)(3) Provide assistance to corps members in obtaining forestry and forest technician degrees and certificates.
(4)CA Public Resources Code § 14411(a)(4) Train corps members to operate equipment in forestry and related fields.
(5)CA Public Resources Code § 14411(a)(5) Create pathways from the corps to degree programs and jobs.
(b)CA Public Resources Code § 14411(b) The director may partner with community colleges, trade associations, forest and timber industries, vocational educational institutions, and apprenticeship programs to provide training and experience to corps members.
(c)CA Public Resources Code § 14411(c) The director shall partner with the certified community conservation corps, pursuant to Section 14507.5, where feasible, in implementing the forestry corps program.

Section § 14412

Explanation

This law outlines various activities considered as forest health projects. These include reducing flammable materials, planting and collecting seeds, dealing with dead trees, training in tree nursery management, and educating the public about conservation. It also supports involvement in pilot programs and firefighting training related to forests.

Forest health projects may include, but are not limited to, all of the following:
(a)CA Public Resources Code § 14412(a) Fuels reduction and hazardous fuels removal.
(b)CA Public Resources Code § 14412(b) Seedling and tree planting.
(c)CA Public Resources Code § 14412(c) Cone and seed collection.
(d)CA Public Resources Code § 14412(d) Tree mortality and tree felling.
(e)CA Public Resources Code § 14412(e) Tree nursery and arborist training.
(f)CA Public Resources Code § 14412(f) Forestry and conservation awareness and educational outreach.
(g)CA Public Resources Code § 14412(g) Participation in forestry pilot programs.
(h)CA Public Resources Code § 14412(h) Wildlands forest firefighting training.

Section § 14413

Explanation

This law requires the establishment of four forestry crews by January 1, 2020. Two crews are to be set up: one in the Central Valley, managed by the Greater Valley Conservation Corps, and another in the Inland Empire, handled by the department at the Inland Empire Center. An additional two crews must be located in either state responsibility areas or high hazard fire zones to address fire risks effectively.

(a)CA Public Resources Code § 14413(a) No later than January 1, 2020, the director shall establish two forestry corps crews, one to be based in the Central Valley and the other in the Inland Empire, as follows:
(1)CA Public Resources Code § 14413(a)(1) To the extent feasible, the Central Valley forestry corps crew shall be administered and operated as a Greater Valley Conservation Corps program and shall be available to members of the Greater Valley Conservation Corps.
(2)CA Public Resources Code § 14413(a)(2) The Inland Empire forestry corps crew shall be administered by the department and shall be based at the Inland Empire Center.
(b)CA Public Resources Code § 14413(b) No later than January 1, 2020, the director shall establish two additional forestry corps crews, each to be based in either a state responsibility area, as defined in Section 4102, or a very high hazard fire zone, as defined in subdivision (i) of Section 51177 of the Government Code.
