Section § 15003

Explanation

This law allows the commissioner to hire inspectors, investigators, and other staff needed to manage and enforce the rules covered in this chapter, following the State Civil Service Act.

The commissioner may, in accordance with the State Civil Service Act, appoint those inspectors, investigators, and other personnel as may be necessary for the administration and enforcement of this chapter.

Section § 15004

Explanation

This law allows the insurance commissioner to assign their tasks to other department employees or officers, but the commissioner remains responsible for making sure these tasks are done correctly.

Every power and duty granted to or imposed upon the commissioner may be exercised by any other officer or employee of the department authorized by the commissioner, but the commissioner shall have the supervision of and the responsibility for all powers and duties exercised by those officers and employees.

Section § 15005

Explanation

This law allows the commissioner to create and enforce rules to ensure that licensed individuals meet certain qualifications to protect the public. These rules can also regulate the behavior of licensees and handle changes in the license classification or business organization based on a licensee's application. There may be fees associated with these changes.

The commissioner may adopt and enforce reasonable rules:
(a)CA Insurance Code § 15005(a) Fixing the qualifications of licensees in addition to those prescribed in the chapter, necessary to promote and protect the public welfare.
(b)CA Insurance Code § 15005(b) Carrying out generally the provisions of this chapter, including regulation of the conduct of licensees.
(c)CA Insurance Code § 15005(c) For a change in the classification of a licensee, or in the type of business organization upon application therefore by a licensee, and to prescribe the fee, if any, to be paid.
