Section § 12693.91
This law allows the State Department of Health Services, along with other boards and councils, to create and run up to five pilot projects in rural areas of California with many uninsured children, such as those of seasonal and migratory workers. These projects aim to improve access to healthcare through collaborative networks. The department will set criteria for these projects, which include funding for necessary equipment and infrastructure but not land acquisition. Any equipment or improvements bought with grant money will belong to the grantee, not the state. For this law to be active, it requires federal approval and federal financial support.
Section § 12693.915
This section explains the intention of the California Legislature to use resources wisely by accessing certain funds to maximize federal funding opportunities. The idea is to use money from a specific tobacco tax fund to get more federal money through the State Children's Health Insurance Program. The combined funds will support projects in rural areas aimed at improving health services for families.
