Part 8ALLOCATION OF HOUSING BOND REVENUES
Section § 53130
This section outlines how funds from the sale of bonds will be distributed within the Roberti Affordable Housing Fund. The money will be allocated to various housing programs, including rental housing construction, housing rehabilitation, emergency housing assistance, family housing demonstration, migrant farm labor centers, and home purchase assistance. The funds are specifically designated for particular purposes and amounts, such as $200 million for rental housing construction and $25 million for housing rehabilitation, among others.
Additionally, it specifies that these allocated funds cannot be used for project operating costs, although reserves for operating costs maintained by project sponsors are allowed.
Section § 53131
This law says that any money refunded or returned to a specific fund related to a program funded under Section 53130 should stay in that fund. The money must be used only for the purposes allowed by the rules governing that fund, as updated by the law that created this chapter.
Section § 53133
This law states that funds collected under Section 53130 are specifically earmarked for housing programs. These funds can only be used for programs that are legally authorized and that benefit certain households, as detailed in Sections 50079.5 and 50105. The spending must also adhere to the specific housing program requirements.
Section § 53134
This law mandates that the department must include information about how the bond proceeds are being used in its annual report. This is required on top of any other reporting obligations.
