Section § 46021
This section defines what is considered a 'local agency' in California. It includes various entities such as counties, cities, school districts, municipal corporations, districts, political subdivisions, and any related boards, commissions, or agencies.
“Local agency” means and includes every local agency, including a county, city, whether general law or chartered, city and county, school district, municipal corporation, district, political subdivision, or any board, commission or agency thereof, or other local public agency.

Section § 46022
This law defines "noise" as any excessively loud and unwanted sound. It includes sounds from people, animals, machinery, vehicles, and any other noise-making items.
“Noise” means and includes excessive undesirable sound, including that produced by persons, pets and livestock, industrial equipment, construction, motor vehicles, boats, aircraft, home appliances, electric motors, combustion engines, and any other noise-producing objects.
