Section § 122450

Explanation

This law section requires the California State Department of Public Health to use funds from the 2016 budget to address public health concerns related to hepatitis B and C. They must provide hepatitis B vaccines and materials for at-risk adults, supply hepatitis C testing kits, and train nonmedical staff to perform certain types of health testing. Additionally, the department is tasked with supporting syringe exchange and disposal programs across the state. They are also authorized to fund these activities through grants.

(a)CA Health and Safety Code § 122450(a) Of the funds appropriated in the Budget Act of 2016 for this purpose, the State Department of Public Health shall do all of the following:
(1)CA Health and Safety Code § 122450(a)(1) Purchase and distribute hepatitis B vaccine and related materials to local health jurisdictions and community-based organizations to test and vaccinate high-risk adults.
(2)CA Health and Safety Code § 122450(a)(2) Purchase hepatitis C test kits and related materials to distribute to local health jurisdictions and community-based testing programs.
(3)CA Health and Safety Code § 122450(a)(3) Train nonmedical personnel to perform HCV and HIV testing waived under the federal Clinical Laboratory Improvement Amendments of 1988 (CLIA) (42 U.S.C. Sec. 263a) in local health jurisdictions and community-based settings.
(4)CA Health and Safety Code § 122450(a)(4) Provide technical assistance to local governments and community-based organizations to increase the number of syringe exchange and disposal programs throughout California and the number of jurisdictions in which syringe exchange and disposal programs are authorized.
(b)CA Health and Safety Code § 122450(b) The State Department of Public Health may issue grants for the materials and activities provided for in subdivision (a).
