Office of Response and Resilience
Section § 1890
This law defines key terms used in the division related to health and human services in California. The 'Agency' refers to the California Health and Human Services Agency. A 'Department' is any subdivision within this agency. An 'Emergency' is a situation defined under the California Emergency Services Act. The 'Office' is the Office of Response and Resilience.
Section § 1891
Starting July 1, 2022, California set up the Office of Response and Resilience within the California Health and Human Services Agency. This office's job is to organize and manage efforts related to preparing for, responding to, and recovering from emergencies. A director, appointed by the agency's secretary, will lead the office.
Section § 1892
This section outlines the responsibilities of an office in California to better prepare for, respond to, and recover from emergencies. The office is tasked with assessing threats and risks for each department, documenting response capacities, and developing training and continuity programs. It must coordinate emergency responses with proper organization and create a unified response framework for handling complex emergencies. The office maintains an All Hazards Dashboard to track impacts and support response operations. Additionally, they manage recovery efforts and work to secure federal resources post-emergency. A report on their effectiveness is due to the Legislature by August 31, 2024.
Section § 1893
This section allows certain agencies to enter into contracts more freely by exempting them from some usual state rules and oversight. Until June 30, 2024, they can create or modify contracts without following specific government and public contract codes. This means they have more flexibility in how they choose contractors, whether through bidding or negotiation, without needing approval from other government departments.
