ClinicsLicensing of Clinics
Section § 1221
This law section defines key terms for understanding its rules. A "Centralized applications unit" is the part of the State Department of Health Services that handles applications, or a future version of it. A "Clinic" includes nonprofit primary care clinics, community health centers, community clinics, and free clinics.
Section § 1221.05
Starting July 1, 2002, any new applications that clinics submit to get licensed need to be evaluated by a special centralized unit.
Section § 1221.09
Starting January 1, 2002, a centralized applications unit is required to collaborate with organizations representing clinics. Their goal is to make application forms simpler and ensure all necessary information is clearly presented, so they can more easily determine if applications are complete.
Section § 1221.11
Starting January 1, 2002, applicants must be given a phone number they can call to confirm that the Licensing and Certification Division has received their application.
Section § 1221.13
Section § 1221.15
Starting January 1, 2002, there must be at least one specialized surveyor in each of the four regions who focuses on clinic surveys and investigating complaints. Other staff will also be trained in this area.
Additionally, completed application packages sent by the central unit to regional clinic specialists must be scheduled for a survey within 30 days of receipt.
Section § 1221.17
This law requires the Licensing and Certification Program's training unit to collaborate with clinic-focused organizations and other stakeholders to create a training program. The program should focus on clinic specialization, paying special attention to the unique requirements of rural clinics.
Section § 1221.19
This law requires the department to regularly review the centralized applications unit and regional offices starting from January 31, 2003. The purpose of the reviews is to make sure that clinic license applications are being processed efficiently and on time.
