Section § 19120
This law requires that the building department in every city or city-county combination is responsible for enforcing regulations related to building construction and alterations. Section § 19121
This law specifies that county officials responsible for enforcing building regulations must also enforce those rules in areas of the county that are outside city boundaries.
Section § 19122
This law allows cities or counties in California to assign any of their departments or officers the task of enforcing the rules in this chapter, even if the department or officer wasn't originally specified in the chapter.
Section § 19123
This law states that if a city doesn't have a specific department or officer to enforce a particular chapter, the county's department or officers will take responsibility. If the county also lacks such a department, the county engineer will enforce the chapter. If there's no county engineer, then the county surveyor will handle enforcement.
Section § 19124
The Division of Codes and Standards can step in to enforce building codes if a new building is violating them. They must first notify the local enforcement agency, giving them 10 days to fix the issue. If the agency doesn't act, the Division can take over. When handling building permits, fees must be paid to the Division.
