Section § 69202
Every year, the Judicial Council needs to suggest a budget to the Governor and Legislature for improving and constructing appellate court buildings. These projects must adhere to specific state construction laws, and once the Department of Finance gives the go-ahead, the Administrative Office of the Courts will manage the execution of these projects.
Section § 69204
This law grants the Judicial Council full control and policymaking authority over California's appellate court facilities. This includes acquiring and developing properties, planning and constructing buildings, and managing operations and maintenance. The Council is responsible for creating policies to ensure these facilities meet court needs and can allocate state funds for their upkeep and construction. They prepare funding requests and manage the design and construction processes of any new projects, coordinating with the Department of Finance for budget proposals. In addition, they manage long-term planning, set construction priorities, and ensure appellate court funding remains separate from trial court funds.
Section § 69206
This law outlines the responsibilities of the Administrative Office of the Courts regarding appellate court facilities. They must implement the policies of the Judicial Council, develop master plans for these facilities, and oversee construction projects, including selecting architects and contractors, unless limited by other laws.
