Section § 8899.70
This section establishes the California Catastrophe Response Council within the state government. Its role is to supervise the California Earthquake Authority and the Wildfire Fund Administrator.
The council is composed of nine members, including high-ranking state officials or their representatives, and members of the public appointed by the Governor, the Senate, and the Assembly.
Public members and certain appointees serve staggered four-year terms, with the Governor's initial appointees serving two years.
If a majority of the council is not yet appointed, the California Earthquake Authority's governing board will temporarily take over the council's responsibilities.
Section § 8899.71
This law states that for the council to officially conduct business, at least five members need to be present.
Section § 8899.72
This section requires the council to appoint someone with experience in managing claims or similar tasks to run the Wildfire Fund, which is set up under a different law. Until this person is appointed, the California Earthquake Authority will handle these responsibilities.
