Section § 67950

Explanation

This law establishes the El Dorado County Transportation Planning Agency as a local planning body responsible for regional transportation planning in El Dorado County, excluding the Tahoe Basin. It operates independently from the state government's executive branch and can choose its own name.

The El Dorado County Transportation Planning Agency is hereby created, as a local area planning agency, and not as a part of the executive branch of the state government, to provide regional transportation planning for the area of El Dorado County, exclusive of the Tahoe Basin. The agency may be known by any other name it chooses.

Section § 67951

Explanation

This law outlines how members are appointed to a certain agency within a county: four members are appointed by the county board of supervisors, and two members are appointed by each city's council in the specified county area. If there’s only one city in the area, the city appoints three members. Additionally, each appointing body can designate an alternate member to step in if a regular member cannot attend a meeting.

The agency shall be composed of four members appointed by the county board of supervisors and two members appointed by the city council of each incorporated city in that portion of the county described in Section 67950, unless there is only one incorporated city, in which case that city shall have three appointed members. The appointing authority, for each regular member it appoints, may appoint an alternate member to serve in place of the regular member when the regular member is absent or disqualified from participating in a meeting of the agency.
