Section § 59530

Explanation

This law allows cities or counties to help a district within their area by paying off its debt. They can do this by using money from other funds or by forgiving unpaid property taxes owed to them within that district.

To aid in refunding the indebtedness of a district, entirely or partly within a city or unincorporated county territory, any city in which all or part of the district lies and the county in which it lies may:
(a)CA Government Code § 59530(a) Appropriate money from any available fund.
(b)CA Government Code § 59530(b) Contribute money owed to it for delinquent taxes upon property within the district by canceling such taxes.

Section § 59531

Explanation

This law states that if a government body decides to use public money to help refinance debt, they must decide that doing so is beneficial or necessary for the public.

The legislative body making any contribution of public funds to aid in the refunding shall determine that the public interest, convenience, or necessity requires it.

Section § 59532

Explanation

Before the assessment is finalized, the governing body can accept cash donations from any source. These donations will help cover the overall costs and lower the amount that needs to be charged to the properties in the new district.

Prior to the final confirmation of the assessment, the legislative body may receive and accept cash contributions from any source. The contributions shall be applied on the total amount of the cost of the proceedings, and shall reduce to that extent the total sum to be assessed upon the lots in the new district.

Section § 59533

Explanation
If the planned project or proceedings don't go through, the government can give back any money that someone contributed.
If the proceedings for which contributions are made are not consummated, the legislative body may refund any contribution to the person who made it.

Section § 59534

Explanation

If money is given specifically to cover extra costs, the legislative body can give back any leftover money proportionally to the people who contributed after those costs are paid.

If contributions are made exclusively for the payment of the incidental expenses, the legislative body may refund pro rata to the persons making them any balances remaining after the payment of incidental expenses.

Section § 59535

Explanation

This law allows a legislative body to use money from any fund they control, as long as it's legally permitted, to cover all or part of the costs for any proceedings. Essentially, they can use their available resources to pay for these expenses.

The legislative body may pay all or part of the costs and expenses of any proceedings from any fund over which it has jurisdiction and control and which is legally applicable to such payment.

Section § 59536

Explanation

This law states that a legislative body can use money from either a general fund or any available funds for purposes outlined in this chapter.

The legislative body may appropriate funds from a general fund or from any funds available for any or all of the purposes contemplated in this chapter.
