This law defines a 'Packer' as someone who buys livestock to slaughter, or who makes or prepares meat, meat products, or livestock products for sale or shipping in commerce.
“Packer” means any person that is engaged in any of the following businesses:
(a)CA Food And Agriculture Code § 18352(a) Buying livestock in commerce for purposes of slaughter.
(b)CA Food And Agriculture Code § 18352(b) Manufacturing or preparing any meat or meat food product for sale or shipment in commerce.
(c)CA Food And Agriculture Code § 18352(c) Manufacturing or preparing any livestock product for sale or shipment in commerce.

In simple terms, a 'stockyard' is a facility where animals like cattle, sheep, swine, horses, mules, or goats are kept for sale or transport. These places, which are operated to make money, include pens or enclosures where the animals are held until they are sold or shipped.
“Stockyard” means any place, establishment, or facility commonly known as stockyards, conducted, or operated for compensation or profit as a public market, consisting of pens, or other inclosures, and their appurtenances, in which live cattle, sheep, swine, horses, mules, or goats, are received, held, or kept for sale or shipment in commerce.
