Section § 28178

Explanation

This law says that if any part of this rule is found to be invalid, illegal, or cannot be enforced, it doesn't mean the whole rule is affected. The rest of the rule that can work without the bad part will still apply. Each part can stand on its own if needed, which is what 'severable' means.

If any provision of this division or the application thereof to any person or circumstances is held invalid, illegal, or unenforceable, such invalidity, illegality, or unenforceability shall not affect other provisions or applications of this division that can be given effect without the invalid, illegal, or unenforceable provision or application, and, to this end, the provisions of this division are declared to be severable.

Section § 28180

Explanation

This section says that the rights and remedies outlined in this division add to any other legal rights or remedies you might already have.

The rights and remedies provided in this division are in addition to any other rights and remedies provided by law.

Section § 28182

Explanation

This law was set to take effect starting July 1, 2018. It allows the commissioner to begin taking actions from January 1, 2017, to get ready for its implementation.

This division shall become operative on July 1, 2018. The commissioner may take any necessary actions to exercise the authority pursuant to this division to prepare for the July 1, 2018, operative date on and after January 1, 2017.
