Any agreement or compact entered into pursuant to this division shall be enforceable by the parties only to the extent and in the forum or forums provided for under the terms of the agreement or compact.
Chapter 4Enforceability of an Agreement or Compact

This law states that any agreement or compact made under this division can only be enforced by the parties involved, and only in the way and place that the agreement itself specifies.

Section § 16011
This section allows the department to create regulations that align with any agreements or compacts made under Section 16006. These regulations must be applied and enforced according to the specific terms of those agreements or compacts.
The department may promulgate regulations consistent with the provisions of any agreement or compact entered into pursuant to Section 16006. The application and enforcement of those regulations shall be in accordance with the express provisions of the agreement or compact.
