Any agreement or compact entered into pursuant to this division shall be enforceable by the parties only to the extent and in the form or forms provided for under the terms of the agreement or compact.
Chapter 4Enforceability of an Agreement or Compact
Section § 16540
This law section states that any agreements or compacts made under this division can only be enforced according to what the agreement itself specifies. The enforcement is limited to the methods and forms included in the agreement.

Section § 16541
This law allows the department to create regulations that align with any agreements or compacts they've made under Sections 16530 or 16531. Once these regulations are made, they must be applied and enforced exactly as the agreement or compact specifies.
The department may adopt regulations consistent with the provisions of any agreement or compact entered into pursuant to Section 16530 or 16531. The application and enforcement of those regulations shall be in accordance with the express provisions of the agreement or compact.
