Section § 33475

Explanation

This law is officially named the California Stem Cell and Biotechnology Education and Workforce Development Act of 2009. It sets the foundation for education and development efforts in the fields of stem cell research and biotechnology within California.

This article shall be known, and may be cited, as the California Stem Cell and Biotechnology Education and Workforce Development Act of 2009.

Section § 33475.1

Explanation

This law aims to make education and workforce development in stem cell and biotechnology a priority in the state. It encourages collaboration between these industries, the California Institute for Regenerative Medicine, and public schools to strengthen connections and improve educational opportunities.

The purpose of this article is to establish stem cell and biotechnology education and workforce development as a state priority and to promote stronger links among these industry sectors, the California Institute for Regenerative Medicine, and California public schools.

Section § 33475.2

Explanation

This section defines two important terms for the article: "CIRM" refers to the California Institute for Regenerative Medicine, and "Department" means the State Department of Education.

For purposes of this article, the following definitions shall apply:
(a)CA Education Code § 33475.2(a) “CIRM” means the California Institute for Regenerative Medicine.
(b)CA Education Code § 33475.2(b) “Department” means the State Department of Education.

Section § 33475.3

Explanation

This law requires the department to work with the California Institute for Regenerative Medicine (CIRM) and the biotech industry to enhance education and job training in the fields of stem cell research and biotechnology. This collaboration will integrate into existing programs like educator institutes, capacity building projects, partnership academies, regional science centers, career resources, multiple career pathways, and the K-12 High Speed Network.

The department, in consultation with the CIRM and representatives of the biotechnology industry, shall promote stem cell and biotechnology education and workforce development in the department’s existing programs, including, but not limited to, all of the following:
(a)CA Education Code § 33475.3(a) The California Health Science Educators Institute.
(b)CA Education Code § 33475.3(b) The Health Science Capacity Building Project.
(c)CA Education Code § 33475.3(c) The California Partnership Academies, pursuant to Article 5 (commencing with Section 54690) of Chapter 9 of Part 29 of Division 4.
(d)CA Education Code § 33475.3(d) The regional science resource centers, pursuant to Chapter 3.6 (commencing with Section 44770) of Part 25 of Division 3.
(e)CA Education Code § 33475.3(e) The California Career Resource Network, including the State Agency Partners Committee.
(f)CA Education Code § 33475.3(f) Multiple pathway programs pursuant to Section 52372.5.
(g)CA Education Code § 33475.3(g) The K-12 High Speed Network, pursuant to Section 11800, including its academic content platform.

Section § 33475.4

Explanation
This law requires the relevant department to provide information online about biotechnology education programs, including those recognized by the biotech industry, as well as educational initiatives related to stem cell research and workforce development supported by the California Institute for Regenerative Medicine (CIRM).
The department shall post on its Internet Web site, and as appropriate, on the Internet Web site created pursuant to Section 52499.66, information and links to information about the following:
(a)CA Education Code § 33475.4(a) Biotechnology education programs, including, but not limited to, those identified by the biotech industry and industry-related organizations.
(b)CA Education Code § 33475.4(b) The CIRM education initiatives and related stem cell education and workforce development programs.

Section § 33475.5

Explanation

This law requires the department to share a link to the model curriculum on stem cell science from the California Institute for Regenerative Medicine (CIRM) on its website. It also needs to inform science teachers and school districts about the availability of this curriculum.

The department shall post on its Internet Web site links to the CIRM model curriculum on stem cell science and communicate to science teachers and school districts the availability of this curriculum.
