Funds allocated to any public educational entity from the California State Lottery Education Fund, pursuant to Section 8880.5 of the Government Code, may be used by that entity at its discretion in conformity with Section 8880.5.

Section § 14700
This law allows public educational entities in California to use funds they receive from the California State Lottery Education Fund however they see fit, as long as they follow the guidelines set out in another section of the law.

Section § 14701
This law states that if the money earned from the lottery goes up and down, the government does not plan to add extra money to make up for any decrease in lottery funds. In simple terms, they won't cover any shortfall if less lottery money comes in.
The Legislature recognizes that the amount of lottery revenues may fluctuate over time. Therefore, it is the intent of the Legislature that no additional funds be provided in order to offset any decline in lottery revenues.
