Section § 10550
This law aims to improve how schools and education departments in California share information using telecommunication technologies. The State Department of Education, along with county superintendents and other education stakeholders, is tasked with setting standards for this information-sharing network. The goal is to make accessing school business, financial, and student data easier for agencies and reduce reporting burdens. Additionally, the law encourages schools to connect to this network without having to buy new hardware or software, focusing on making the process cost-effective and efficient.
Section § 10551
This section lays out how a 'governing board' related to education data systems should operate. It specifies that this board will work under a county superintendent chosen by the Superintendent of Public Instruction. The board is expected to have a team with experience in telecom systems and school networks. Additionally, a committee of volunteers who understand financial and administrative data processing will advise the board. This committee is made up of members appointed by different educational authorities, and members cover their own expenses.
Section § 10552
This law requires the establishment of telecommunication standards by July 1, 1995, for the use by the California Department of Education and county superintendents of schools when buying computer hardware and software for school administration. These standards aim to ensure consistent processing and sharing of financial and administrative information. By July 15, 1995, these standards must be communicated to county superintendents and included in the California School Accounting Manual. After July 15, 1995, any new or replacement financial and administrative data equipment bought by county superintendents or the department can meet these standards.
Section § 10553
This law requires county school superintendents to work with local school districts to determine their telecommunication needs for sharing financial and administrative data. Once telecommunication standards are set, counties must, by a certain date, create uniform standards that align with these telecommunication guidelines for data sharing between school districts and county offices. When upgrading or buying new technology for handling data, school districts can choose to follow these standards, but they aren't forced to replace existing equipment unless they decide to do so on their own.
Section § 10554
This law sets up the Educational Telecommunication Fund to help fund educational technology and communication efforts. The governing board can only use the money from this fund if the Legislature approves it through the annual budget. The money can be used for things like supporting a specific team, helping schools buy technology, and providing technical help to schools. School districts that want these funds need to contribute their own funds as well, and the goal is to spread these funds to as many school districts as possible.
