Section § 19700

Explanation

This section outlines the rules for holding elections for library district trustees. Elections are scheduled every two years to coincide with school district elections in odd-numbered years. Trustees serve four-year terms starting on the first Friday in December after they are elected. For new boards, members draw lots to determine who will serve shorter initial terms so that future elections are staggered, with two members' terms ending after two years, and the remaining three ending after four years.

(a)CA Education Code § 19700(a) Except as otherwise provided in this article, the Uniform District Election Law (Part 4 (commencing with Section 10500) of Division 10 of the Elections Code) shall govern and control the conduct of elections pursuant to this chapter. Elections shall be held biennially in the district on the same day as the school district election as specified in Section 5000 in the odd-numbered years.
(b)CA Education Code § 19700(b) The trustees shall hold office for the term of four years beginning on the first Friday in December next succeeding their appointment or election.
(c)CA Education Code § 19700(c) The members of the first board of library trustees appointed or elected in a district shall, at their first meeting, so classify themselves by lot that their terms shall expire: two on the first Friday in December of the first odd-numbered calendar year next succeeding their appointment or election, and three on the first Friday in December of the second succeeding odd-numbered calendar year.

Section § 19701

Explanation

This law states that every library district created under this chapter must have five trustees responsible for overseeing the library.

The number of library trustees for any library district established under the provisions of this chapter is five.

Section § 19702

Explanation

If you're registered to vote in your library district at least 29 days before an election, you're allowed to vote in that election.

Every person who is registered to vote in the library district where the election is held at least 29 days before the election, may vote at the election.
