Section § 18720
This section establishes the California Library Services Board, which includes 13 members. The Governor appoints nine members, ensuring representation for laypersons, people with disabilities, non-English speakers, and economically disadvantaged individuals. Six of these appointees must come from specific library-related categories, like school or public libraries. Meanwhile, the Legislature appoints the remaining four public members, who must not be representatives of the specified categories. Terms are four years starting January 1, and the current board includes members from the previous Library of California Board as of 2013.
Section § 18722
This law states that for any decision or action by the state board to be valid, at least seven members must agree on it.
Section § 18723
Members of the state board don't get a salary, but they are reimbursed for travel expenses when they're doing official work.
Section § 18724
This law describes the responsibilities of the state board concerning the administration and implementation of a specific library-related chapter. Section § 18725
The state board will act as the State Advisory Council on Libraries to fulfill what the federal Library Services and Technology Act needs.
Section § 18726
This law states that the State Librarian is in charge of the state board's activities related to this chapter. They need to create reports and give advice as the board requires, ensure the rules of the chapter are followed, and check that all claims comply with the program's guidelines.
