The board must have a yearly meeting to organize. If there's a regular election for board members, this meeting must happen within 15 days after elected members take office. In years without an election, the meeting still happens in the same 15-day window as usual. During this meeting, the board will choose one member as president and another as secretary, both serving for a year or until new officers are chosen.
Section § 18384
This law requires that the board must make sure a detailed and accurate record of its meetings and decisions is maintained.
Section § 18385
When a new library district is created, the first thing the board of trustees needs to do at their initial meeting is to prepare and send a certificate to the State Librarian. This document must confirm that the library is set up, include the date it was established, list the names of the trustees, and detail the officers of the board for the current fiscal year.
