Section § 18202
This law establishes the Business Organizations and Opportunities for Kids Fund in California's State Treasury. It's meant for money donated by private entities to buy classroom reading materials. These donations are tax-exempt and count as charitable contributions according to federal and state laws. The funds can only be used if allocated in the state's annual budget or another legal act. The State Librarian, with the help of the Superintendent of Public Instruction, will manage how the money is spent, following guidelines in another section of the law.
Section § 18203
This law says that money set aside for certain educational purposes must be given equally to eligible school districts based on the number of students enrolled from kindergarten to 4th grade. Once the school district receives the funds, they must be distributed to each school with these grades. The schools need to use the money to buy books and reading materials that are suitable for these grade levels, following a specific library plan. The reading materials should include both fiction and nonfiction books as well as magazines, but not textbooks.
