Section § 18030

Explanation

This law ensures that books and materials from public libraries, which are partly funded by state money, can be loaned to other public libraries across the state for free. However, there might be some rules about how these materials can be used by people living in the area where the library is based.

Notwithstanding any other provision of law, books and other library materials acquired or maintained by a public library as a part of the foundation program supported in part by state funds under this chapter shall be made available upon request to other public libraries in the state without charge, subject to any restrictions which may apply to the use of the materials by residents of the area normally served by the library.

Section § 18030.5

Explanation

This law requires public libraries in California that get state funding and offer Internet access to have a policy on Internet use by minors. They must create this policy by a governing board majority vote and have it ready by January 1, 2000. Each library must also make this policy available to the public at all its locations.

(a)CA Education Code § 18030.5(a) Every public library that receives state funds pursuant to this chapter and that provides public access to the Internet shall, by a majority vote of the governing board, adopt a policy regarding access by minors to the Internet by January 1, 2000.
(b)CA Education Code § 18030.5(b) Every public library that is required to adopt a policy pursuant to subdivision (a) shall make the policy available to members of the public at every library branch.

Section § 18031

Explanation

This law states that everything written in this chapter started being effective from July 1, 1983.

The provisions of this chapter shall become operative July 1, 1983.

Section § 18032

Explanation

Any public library in California that gets state funding and allows people to watch videos must create a policy about how minors can access these videos. This policy must be decided by a majority vote from the library's governing board and needs to be in place by January 1, 2000. Once the policy is made, each library must make sure it's available for anyone to see at every branch.
