Explanation

This law says that if there isn't a specific law where personal property is located, the property is considered to be under the control of the owner, and it follows the laws of the owner's home location.

If there is no law to the contrary, in the place where personal property is situated, it is deemed to follow the person of its owner, and is governed by the law of his domicile.
