Public Housing Project Law
Section § 1
This law states that any new low-income housing project in California must be approved by the majority of voters in the city, town, or county where the project is proposed. Approval can occur during an election held specifically for this purpose or during a general or special election.
A 'low rent housing project' includes any housing development funded or assisted by the federal government or a state public body, except projects with existing financial contracts as of the law's effective date. 'Persons of low income' are defined as those who cannot afford decent housing without help. A 'state public body' refers to any government entity within California, and 'Federal Government' includes the US and its agencies.
Section § 2
This part of the law will work on its own without needing additional laws to make it effective. However, new laws can be created as long as they don't contradict this section, to help it function better.
Section § 3
This law section says that if a part of this article is found to be unconstitutional or invalid, the rest of the article still stands. It means that even if one part doesn't hold up, it won't impact the rest of the rules on other people or situations.
