Section § 19049
You can't run a business that's covered by this chapter unless you have a current, valid license for it.
Section § 19050
If you want a license under this chapter, you need to fill out a specific application form and pay the required fee. This form and the fee amount will be determined by the chief official in charge.
Section § 19051
If you are a retailer selling upholstered furniture, you generally need a special license unless you have another specific furniture-related license. However, this requirement doesn't apply if your business mainly designs interiors and buys furniture for clients from licensed dealers, or if you sell only used or antique furniture. Also, it doesn't apply to home medical device retailers if they purchase from licensed sellers.
Section § 19052
If someone wants to work as a custom upholsterer, they need to have a special license for that unless they already have a license for making furniture and bedding.
Section § 19053
If you're a wholesaler selling upholstered furniture or bedding in California, you need to have a special license, unless you already have an importer's license.
Section § 19053.1
If you want to import goods, you need to have an importer's license.
Section § 19054
If you make or renovate upholstered furniture or bedding in California, you need to have a specific type of license called a furniture and bedding manufacturer's license, unless you already have an importer's license.
Section § 19055
If you sell bedding at retail, you need to have a retail bedding dealer’s license unless you already hold a license for importing, manufacturing, or wholesaling such goods. However, if your only job is designing interiors and buying bedding for clients from licensed sources, or if you're a home medical device store buying from licensed providers, you don't need this specific license.
Section § 19056
If you are repairing or renovating bedding in California, you must have a special license called the upholstered-furniture and bedding manufacturer’s license.
Section § 19059
If you're a supply dealer, you need to have a specific license unless you already hold a license as a manufacturer of upholstered furniture and bedding, or as an importer.
Section § 19059.5
If you sanitize items, you need a special license unless you are already licensed as a home medical device retail facility or involved with upholstered furniture and bedding in certain roles like manufacturing or retailing.
Section § 19059.7
If you manufacture insulation and sell it in California, you need a special license from the bureau. If a company owns multiple factories that make the same kind of insulation, they only need one license for all of them. The most you'll pay for this license each year is $8,000.
Section § 19060
If a person has multiple businesses within California, they need a separate license for each. However, if they have a manufacturing plant in another state or country and are licensed to make upholstered furniture or bedding for sale in California, they can have one wholesale store in California under the same license.
Section § 19060.5
If you're selling certain types of goods covered by this chapter, whether directly, indirectly, at wholesale, or retail, you need to have the right license for each way you sell them, whether that’s from a car, a catalog, or an office.
Section § 19060.6
If you advertise, contract, or do business to make, fix, or refurbish upholstered furniture or bedding, you need a specific license for the type of work you offer, even if you don't have a physical shop. If you only arrange for others to do the actual work through a licensed custom upholsterer, you don't need that license, but you must get a retail furniture dealer license. However, you still have to follow certain other regulations.
Section § 19061
If you're running different businesses with different names from the same location, you need to have a separate business license for each business name.
Section § 19061.5
This law says that the chief is responsible for setting the rules about how to handle certain business licensing issues. These include giving out or changing serial or registry numbers, transferring licenses through renting, leasing, or selling a business, and updating changes in the business's name, ownership, address, or the type of license it has.
Section § 19062
If a business has a license from the bureau, it must display that license prominently in its main office or primary business location so that it can be easily seen.
Section § 19063
This law allows the bureau to deny a license to individuals if they or any affiliated businesses have had a license revoked or suspended. This includes situations where the person was involved in the prohibited acts leading to the license's suspension or revocation.
Section § 19064
This law allows a bureau to deny issuing a license to any business entity, like a partnership or corporation, if certain conditions apply. First, if the entity's previous license was revoked or suspended, or it didn’t renew it during suspension, they can be denied. Second, if someone in a significant role within the entity—like a partner, officer, or manager—has had similar licensing issues, the whole entity might be refused a license. Lastly, if these key individuals were involved in another business entity that had its license revoked or suspended due to certain prohibited actions, and they participated in those actions, the current entity can also be refused a license.
