Section § 5620
This law transfers the responsibilities of the California State Board of Landscape Architects to the California Architects Board to improve government efficiency. The California Architects Board, within the Department of Consumer Affairs, can delegate some tasks to the Landscape Architects Technical Committee, except for disciplinary actions. They have the authority to propose and change regulations with final decisions made by the board. The law is set to expire on January 1, 2029.

This law states that the main focus of the Landscape Architects Technical Committee is to protect the public in all their activities related to licensing, regulations, and discipline. If there's ever a conflict between protecting the public and other goals, keeping the public safe should always come first.
Section § 5620.2
This section of the law explains the duties that the executive officer, or acting executive officer if they are unavailable, can perform regarding board-related activities. These duties include handling accusations, setting up hearings, issuing subpoenas, managing board processes, and approving license settlements. They also have the power to evaluate applicants for certain licenses and determine if some can skip written exams based on reciprocity.

This law establishes a committee called the Landscape Architects Technical Committee with five members who are all licensed landscape architects. The Governor appoints three members, and the Senate and Assembly each appoint one. Initial Governor appointees serve staggered terms of one, two, and three years, while the others serve four years. After these initial terms, all members serve four-year terms. A member can serve a maximum of two consecutive terms. This section is temporary and will expire on January 1, 2029.

Section § 5629
This section of the law states that a board is responsible for taking legal action against anyone who breaks the rules set out in this chapter. They can decide on the pay for these workers and can also cover any other costs needed to enforce the rules.

This law section allows the board to create, change, or remove rules to manage landscape architecture licensing. It covers how exams are given, how schools get approved, and sets standards for professional behavior. These rules must align with other laws, and all licensed landscape architects must follow them.
