The Board for Professional Engineers, Land Surveyors, and Geologists is responsible for implementing and enforcing rules for these professions. They can make rules about professional behavior, including defining incompetence or negligence, as long as these rules align with other laws. All licensed individuals under this board must follow these rules. This section is set to expire on January 1, 2029, at which point the board will be reviewed by legislative committees.
(a)CA Business and Professions Code § 8710(a) The Board for Professional Engineers, Land Surveyors, and Geologists is vested with power to administer the provisions and requirements of this chapter, and may make and enforce rules and regulations that are reasonably necessary to carry out its provisions.
(b)CA Business and Professions Code § 8710(b) The board may adopt rules and regulations of professional conduct that are not inconsistent with state and federal law. The rules and regulations may include definitions of incompetence and negligence. Every person who holds a license or certificate issued by the board pursuant to this chapter, or a license or certificate issued to a civil engineer pursuant to Chapter 7 (commencing with Section 6700), shall be governed by these rules and regulations.
(c)CA Business and Professions Code § 8710(c) This section shall remain in effect only until January 1, 2029, and as of that date is repealed. Notwithstanding any other law, the repeal of this section renders the board subject to review by the appropriate policy committees of the Legislature.

This law emphasizes that the main responsibility of the Board for Professional Engineers, Land Surveyors, and Geologists is to protect the public. If there is ever a conflict between public safety and other goals, public safety must always come first.
Protection of the public shall be the highest priority for the Board for Professional Engineers, Land Surveyors, and Geologists in exercising its licensing, regulatory, and disciplinary functions. Whenever protection of the public is inconsistent with other interests sought to be promoted, the protection of the public shall be paramount.

This section requires the board to keep a detailed list of all licensed land surveyors. The list should include each surveyor's name, address, type of license, license number, and the dates of issue and expiration for the license.
The board shall compile and maintain, or may have compiled and maintained on its behalf, a register of all licensed land surveyors that includes the following information for each licensee:

This law allows the department to hire clerical staff, following civil service rules, to help ensure the rules in this chapter are followed and enforced effectively.

This law section requires the board to connect with organizations that oversee land surveying in other states and possibly other countries. The goal is to ensure high professional standards and to recognize each other's licenses and registrations.
The board shall establish relations with bodies that regulate the practice of professional land surveying, or closely related professions, or that register or license professional land surveyors in other states, and may establish relations with those bodies in other countries, for the purposes of working toward uniformly high professional standards and mutual recognition of registration and licensure.

This section allows a board to set up committees made up of licensed land surveyors to help with three main tasks: reviewing license applications, investigating possible rule violations, and updating board rules and policies.

This law states that each technical advisory committee is made up of up to five members who are appointed by the board. These members serve based on the board's discretion, meaning the board can remove them at any time.

People serving on technical advisory committees don't get paid for their time. However, they can be reimbursed for daily expenses, as outlined in a different section.

This law grants members of technical advisory committees the same legal protections from liability as public employees, according to specific sections of the Government Code.
