Explanation

This legal rule means that all cars and trucks, whether owned by the government or by individuals, must follow the rules in this part of the law when they are on public roads, unless the law specifically says otherwise.

The stipulations of this division, unless otherwise specified, are applicable to all vehicles, whether under public or private ownership, when they are upon the roadways.
